means—
| (a) | Parliament or a provincial legislature; |
| (b) | a constitutional institution or public entity as defined in section 1 of the Public Finance Management Act, 1999 (Act No. 1 of 1999); or |
| (c) | a municipality contemplated in section 155(1) of the Constitution; |
