These directions are enacted in support of the following sectors:

 

(a) Cooperative Governance and Traditional Affairs;
(b) municipalities that have been nominated and appointed as water services authorities in any district, metropolitan or local municipality;
(c) catchment areas, water user associations and irrigation boards;
(d) health; and
(e) social development.
