The purpose of these Regulations is to ensure:
| (1) | that there are measures for the introduction of number portability, including: |
| (a) | the creation of a national number portability database; and |
| (b) | cost allocation and cost recovery among licensees. |
| (2) | Protection of subscriber’s rights in relation to number porting; |
| (3) | effective functionality of number portability; |
| (4) | access and routing of communication to and from ported numbers; |
| (5) | that number portability occurs in an efficient manner without unreasonable delays or disruption of services. |
