| (1) | In order to provide for the passage to a proper return port of a distressed seaman suffering from mental derangement, the proper officer, with the object of ensuring that requisite care and attendance shall be given to the seaman during the voyage, may in addition to the rates and allowances provided for in regulation 13 make a special arrangement with a master agreeing to pay, if necessary, such additional allowance as may appear fair and reasonable under the circumstances. A copy of the agreement so entered shall in every case' be forwarded to the Secretary as soon as possible, and also, in the case where it is desirable to send the seaman to a port elsewhere than in the Republic whether en route or otherwise, to the proper officer at that port. |
